The incident started around 1pm when someone called 911 about a man with a gun inside a building at 525 Penn Avenue.
The caller apparently described the suspect as a white man with a beard wearing camouflage pants.
As a precaution, police have blocked off the area between Penn Avenue and Sixth Avenue in Downtown Pittsburgh.
Elevators in the building have been shut down.
The SWAT team is on the scene searching for the man.
The bomb squad has also arrived on the scene.
