Tougher Laws Sought Against Puppy Mills In Pa.

HARRISBURG (KDKA/AP) ― About 100 dog lovers and some of their pets appeared at the State Capitol today to urge lawmakers to support legislation to crack down on puppy mills in Pennsylvania.

Animal welfare advocates want Pennsylvania to apply tougher health and safety standards to large commercial dog breeders.

They say puppy mills keep neglected or abused dogs in cramped, unsanitary cages.

State dog law enforcement chief Jessie Smith says the package of bills targets about 650 large-scale breeders, which represent one-fifth of the state's licensed kennels.

The measures would prevent the stacking of cages and increase penalties for animal cruelty, among other things.
