Alleged Puppy Thief Volunteered At Humane Society

NORTH UNION TOWNSHIP (KDKA) ― State Police have made an arrest in connection with the theft of two puppies from the Fayette County Humane Society in North Union Township.

Investigators say it was an inside job.

They charged 20-year-old Craig Rugg, from Ohio, with burglary, criminal mischief and criminal trespassing.

Rugg was serving part of his probation by doing volunteer work at the shelter.

Theresa Linden, manager at the shelter, says she was shocked when she found out.

She described him as a hard worker and considered hiring him part-time before the theft.

Police still don't know the whereabouts of the female 9-week-old puppies.

Linden says she's considering visiting Rugg in prison to find out where the dogs are.
