Court Orders Allegheny Co. To Reassess Property

PITTSBURGH (KDKA/AP) ― Allegheny County must conduct a property tax reassessment for next year according to the Pennsylvania Supreme Court.

A ruling found the county's statute that set 2002 values as the baseline for taxation was illegal.

A 53-page decision by the court seems to say Allegheny County must reassess all property, but not so fast, according to Allegheny County Chief Executive Dan Onorato.

"I mean, as far as I'm concerned, that is not what this says," he told reporters.

Onorato sees wiggle room in the court opinion, that at least for the immediate future, means no new assessments.

"Nothing has changed, we have a legal decision - give us time to analyze it," he says. "We will come out with a comprehensive response and appropriate actions we're going to take in the next several days, and basically stay tuned to what that is.

"But right now, don't assume something's changing next week, next month or next year – it's just too early to tell.

"We need to have a status conference with a judge, we need to talk to county council, we're probably going to do some appropriate legislation and we need to talk to the legislature.

"A lot has to happen before anything changes, so the status quo for the foreseeable future," Onorato added.

The state supreme court has made a ruling about Allegheny County, but not about the counties surrounding Allegheny and that is where Onorato sees tremendous unfairness.

There will have to be more action by the local courts before anything really happens on this.
