Port Authority Board Declares Talks At Impasse

PITTSBURGH (KDKA) ― The Port Authority Board has declared contract talks with the union at an impasse during a meeting at their headquarters this afternoon.

Last month, a fact finder was brought in from the state and recommended a three percent pay hike over a three year period. But the union said they want a four percent pay raise over five years. 

The board then voted yes to the fact finder recommendation, while the union voted it down.

Declaring an impasse allows the board to unilaterally implement the contract terms in the fact finders reporter. That would happen on December 1.

"When you come in with a proposal that says with our current financial condition after we made riders live through fare hikes and service cuts, after our non-represented police and employees have taken major changes in their benefit and wage structure, you come in with a 20 percent wage increase and an increase in wage multipliers and no fundamental change in the legacy cost structure, if he is unclear what our message is, that is not the Authority's fault," said Bland.

Meanwhile, the union denies that talks have come to an impasse. They say they are still willing to talk.

Also, the union says if the Port Authority would implement the fact finder contract they would take legal action.
