Port Authority Pact Ends At Midnight

PITTSBURGH (AP) ― A contract covering bus and trolley operators for Allegheny County's transit agency is expected to expire at midnight with no new deal in sight.

If that happens, the union and the Port Authority of Allegheny County will begin a two-month fact-finding process.

That means bus and trolley service will continue through the summer.

The Port Authority board expects to appoint a fact-finder at its July 15 meeting.

The fact-finder will hear contract proposals from both sides and must recommend a settlement within 45 days. Both sides will then have 15 days to accept or reject the entire proposal.

Workers can vote to authorize a strike if fact-finding fails.

The last strike was in 1992 and a fact-finder's report has never been used to end a labor impasse at the agency.
