City Controller To Review URA Contract To Firm

PITTSBURGH (KDKA) ― Allegations of corruption continue to plague the Ravenstahl Administration since the resignation last week of development official Pat Ford.

City Controller Michael Lamb says he's reviewing a city contract that's raised some eyebrows.

The contract was awarded by the city's Urban Redevelopment Authority to a firm headed by Matthew McTish – a man, who according to campaign records, contributed $10,000 to Ravenstahl's mayoral campaign.

The URA acknowledges that McTish, Kunkle and Associates were awarded a $500,000 contract to manage road construction at the URA's Pittsburgh Technology Center, even though they were not the lowest bidder.

"By their own admission it wasn't awarded to the lowest bidder and we want to know why," Lamb said.

Lamb says that McTish was allowed to revise his bid for the work after the Trumbull Corporation submitted a lower bid for the job. McTish then beat Trumbull's offer – but Trumull was not invited to make another offer.

Sheehan: "Do you have any idea why Trumbull was not allowed to bid again?"

Lamb: "That's exactly what we want to know."

Sheehan to Ravenstahl: "Had nothing to do with the campaign contribution?"

Ravenstahl: "Not at all. Not at all."

Ravenstahl says he's now reviewed the contract and says the URA acted correctly in awarding the job to McTish.

"And we believe they were the appropriate bidder, and while they weren't the lowest bidder they were the lower responsible bidder and there's a big difference there," Ravenstahl said.

Ravenstahl says this administration stands ready and willing to challenge any charges of misdoing.

Lamb says he'll meet with the URA on Wednesday to review the contract and he'll make a report sometime after that.
