Western Psych Outpatient Incidents Investigated

PITTSBURGH (KDKA) ― Andrea Curry-Demus, Terrence Andrews and Troy Hill.

Three people, each with a history of mental illness, each had some treatment or evaluation from the Western Psychiatric Institute and Clinic.

Now, each is now charged with criminal homicide in bizarre and senseless killings.

The state wants to know if Western Psych did its job in treating them and protecting the rest of us.

Concerned about a half dozen violent incident involving Western Psych outpatients, the state Department of Public Welfare is imposing a moratorium on the clinic taking on more.

Public Welfare's Stacey Witalec says: "We're taking a firm step back and taking a deep internal look at how they are doing their job for folks and we don't want to say they're not doing their job but we have concern about how they're doing their job."

The unusual action comes in the wake of Curry-Demus being charged with the murder of Kia Johnson in an attempt to steal Johnson's unborn baby.


The state started an investigation of Western Psych's role the day after her arrest.

A similar inquiry began after Terrence Andrews was charged with stabbing culinary student Lisa Maas to death with a pair of scissors.

Upon his arrest, Andrews told police that his treatment at Western Psych was a failure.

"I told them the medication wasn't working," said Andrews. "I told people I was going to kill someone."

Western Psych declined to comment on the state's action and citing confidentiality has repeatedly declined to discuss cases in question.
